dc.description.abstract | The Republic of Azerbaijan was the recipient of a mass influx of IDPs resulting from Armenia-Azerbaijan, Nagorno Karabakh conflict at an early stage of independence when the country had little capacity to cope with the unfolding humanitarian crisis.
