Authors: Hashimova, Parvin Hashim
Abstract: The aim of this dissertation is to analyse the current system of social security financing in the Republic of Azerbaijan and to study how far it ensures financial sustainability, fairness and adequate protection for different groups of the population. The research also examines how key stakeholders and available data reflect the strengths and weaknesses of existing mechanisms in terms of revenue structure, dependence on the state budget, benefit levels and coverage of vulnerable groups. This work contributes in a new way by combining international approaches to social protection financing with detailed country-specific evidence for Azerbaijan and by bringing together economic, legal and institutional perspectives in one study.
I Chapter “Introduction” explains the importance of social security for Azerbaijan’s socio-economic development, presents the research problem and existing gaps, sets the aim and main research questions, and defines the object and subject of the study as well as the methods used.
Chapter II “Analysis of the Financing Structure and Functional Performance of Azerbaijan’s Social Protection System” describes the institutional setup of the pension and social assistance system, examines the main revenue sources and expenditure patterns, and identifies structural inefficiencies and sustainability risks, including demographic ageing, reliance on oil-related revenues and coverage gaps.
Chapter III “Strategic Approaches to Optimizing the Efficiency of Social Security Financing in Azerbaijan” develops alternative financing tools and diversification options, discusses the application of result-based budgeting and actuarial planning, and puts forward strategic policy proposals to strengthen long-term financial stability and improve the effectiveness of social protection programmes.
Chapter IV “Empirical Assessment and Policy Scenarios for Social Security Financing in Azerbaijan” presents the research design, the dataset and indicators used, the econometric analysis of the relationship between social spending, economic and demographic variables, and evaluates several policy scenarios that show how different reform choices may influence the sustainability and adequacy of the system over time.

Authors: Alimammad, Javid Ibrahimli
Abstract: This research examines large-scale cereal production schemes (wheat, barley, and corn) in the Karabakh region in Azerbaijan, a key cereal production area, contributing around 15% of the country’s yearly wheat production through highly scientific techniques of investment appraisal. The research uses the exponential smoothing state-space (ETS) method in combination with yield analysis for the prediction of future harvests and income streams. Afterward, the research uses the cost-benefit approach in calculating the benefit measures (NPV, IRR). At the beginning of this research, the findings show high economic feasibility, including, for example, cumulative schemes like land restoration and modernization of irrigation systems, where the Internal Rate of Return is around 13.8% and the Net Present Value is strongly positive at the 7%-10% discount rate. Improved irrigation technology (pivot, drip irrigation, etc.) increases the efficiency rate of irrigation and production, and the use of precision agriculture technologies (Variable Rate Input Application, Global Positioning System guidance, etc.) minimizes costs through optimized inputs. The presence of government assistance in the form of subsidies for machinery and irrigation, high-quality seeds, and insurance cover increases the project feasibility, since high-quality inputs have already considerably elevated the production of cereals in the non-irrigated lands.

Authors: Balajayeva, Lala Namig
Abstract: The aim of this dissertation study is to analyze the current regulatory framework in the Republic of Azerbaijan and examine how users perceive the quality and effectiveness of the existing regulation in terms of risk management, personal data protection, consumer rights and trust in digital banking services. This research contributes in a novel way by merging an international theoretical approach on digital banking regulation with empirical evidence from Azerbaijani users, and by blending theoretical components into a legal, technological and institutional context.
I chapter "Introduction" describes the importance of digital banking for the financial system of Azerbaijan, the research problem and gap, the aim, the research questions and hypothesis, as well as the object and subject of the research.
Chapter 2 "Theoretical and Literature Review" analyzes public interest theory, risk- and principle-based regulation, institutional theory and technology acceptance models to explain digital banking regulation. It identifies particular gaps in domestic research surrounding legislative adaptation to fintech, supervisory capacity of digital banking, consumer protection, and open finance.
Chapter 3, Data Analysis introduces a description of the research design and the survey instrument, a description of the sample of 118 users of digital banking services, descriptive statistics, reliability tests, and two multiple regression equations. The results reveal that the success of risk management from the user's viewpoint is dependent on legislation keeping pace with technology and state-bank compliance.
Chapter IV, "Future Prospects of Regulation of Digital Banking in Azerbaijan", situates the findings for the context of Azerbaijan, and it examines challenges such as outdated and incomplete legal frameworks, insufficient transparency and consumer rights protection, and rising cybersecurity threats.
